Within the District, I'd venture new neighborhoods along the Metro Red Line: Northeast Capitol Hill (Union Station), Brookland (NE DC) and Takoma DC neighborhoods; as well as Capitol Hill Southeast on the Metro Blue/Orange Lines (Eastern Market).
Lived on the Hill / Stanton Park neighborhood for 14 years close by Union Station and now Takoma DC; prompt access to work, dining, shopping and entertainment on Metro or within walking distance.
Northwest DC or Montgomery County, MD
I don't know.
In the city precincts, Northwest DC. The suburbs like Montgomery County MD, Fairfax County VA are really nice.
If you want to live close in, I would recommend North Arlington - Courthouse, Clarendon, and Ballston neighborhoods are nice. If you want to live a bit farther out, but still inside the beltway, I would recommend Silver Spring.
Georgetown
Chevy Chase, Bethesda or Georgetown are adjectives nice areas.
