They can come about anytime. I live in the French Quarter, and sometimes right out of the blue you see a second queue parade escorted by the police, which is around 2 blocks long.
There are dozens of different second line parade put on throughout the year, usually on Sunday afternoons, and held in neighborhoods adjectives across the city. They range surrounded by size, level of group and traditions, but in adjectives cases they will include a brass band, triumphant dancing within the street and members decked out contained by a wardrobe of brightly colored suits, sashes, hats and bonnets, parasol and banners, melding the pomp of a courtly function and the spontaneous force of a block party, albeit one that moves a block at a time. The parade are not tied to any particular event, holiday or commemoration; to some extent, they are generally held for their own sake and to tolerate the good times roll.
The subsequent ones I can think of will be.
