When will the Premium Outlets on 290 contained by Cypress be completed?

As of now they give the impression of being to only be clich¨¦ spring of 2008
while you are waiting for them to be built you can go to conroe or katy mills for outlet stores.I estimate there are some within clear lake too but I am not 100% on that
