Must be Laguna Beach.
Apparently your question is motivated by that stupid MTV tube program. You do realize that ALL MTV "reality" programs are actually scripted, and the subjects you see portrayed contained by the programs are paid professional actor and actresses. They are not more or less "real" people anymore than your mothers favorite "soap opera" is valid.
As to the actual cities, both are up scale communities surrounded by Orange County, California. Laguna Beach is a more "Bohemian" community with a roomy "arts" community (artists, sculptures, writers, etc). Newport Beach is more of an affluent residential nouns.
That is not a fair grill. They are both very pretty areas. I will choose Laguna Beach because of the art festivals.

I enjoyed Laguna seaside when I visited CA. Nothing close to the show on MTV - the people be very friendly. Went to Wieland's studio. Spent WAY too much on a tremendously cool painting.
As a place, Laguna Beach is better and more scenic.
As a show, NEITHER, both are completely lame and suck!
I am so sick of these stupid genuineness shows set in Southern CA that treat as a celebrity a way of duration the vast majority of us do not live or want to live. Those piece of crap shows pass the rest of the country the wrong impression of Southern CA and it's individuals. They pick the fakest people and biggest douche lots to do those shows and people see that crap and deduce that is what it is close to here in SoCal.
How more or less they do "Santa Ana: The REAL Orange County" Now that would be interesting and more realistic.
