I don't know if you would consider snowballs to be candy, but it's sweet at tiniest, and in summertime, every virtuous Y'at is going to eat a few.
You can still find the Roman candy man within the horse-drawn cart usually around Audubon Park. There's almost other one in the Audubon Zoo.

However, I don't think New Orlans is really "known" for Roman candy (which is in actuality taffy).
The praline is the only candy I can reflect of that NOLA is "known" for.

its not a candy, but beignets are delicious and be created in New Orleans at Cafe Du Monde. Also try their cafe au lait.
At one time , in attendance was the Roman Candy, sold by a guy on a g horse driven articulated vehicle in the uptown nouns, but I haven't seen anything nor hear anything about this guy surrounded by about 4-5 years.
