Do you know if I can buy Halloween costumes for kids there? In which store? Is it impractical to find out what they have?

No, they more than imagined do not have any costumes. They are more larger shops versus something seasonal. A lot of the local malls will undo up costume shops for just a few months. Or try the gala shops.
I wouldn't go within for a halloween costume. It's an outlet mall, at hand are no party stores in attendance, and it's not the kind of place where on earth seasonal shops open up for a few months.
