What's the best/most affordable cab company within Chicago for a big group?
I need to move around 9 populace so we probably need two minivan-type taxi.

There is no "most affordable" cab compay. All taxi companies charge like peas in a pod flat rate for cab fare, as mandated by the city. And they charge like "per passenger" charge as well. And most of them enjoy mini-van type cabs. Just ask your hotel/motel clerk to make the bid for you and to request a minivan cab.
Call my chauffeur, they enjoy busses and limos and the hourly rate could be cheaper than for a taxi, also you might know how to ride around together. They have a network site and ask for an event coordinatior, they will usually give you a price break.

American Taxi has enormously good standard rates. If you are going to or from the airport, or to or from the Loop they hold set rates that are the cheapest I have found.
