Where is the boundry of upstate ny?
I believe any area north of the population center of the state is considered upstate ny. There for anything above NY city is upstate including Weschester. Long Island and Ny city are the with the sole purpose things not upstate.
Answers:
dang. according to tony, i grew up maybe 3 miles upstate.
but anyway, i suggest a lot of empire consider it anything above the bronx, and rockland county and up on the west side.
i would definitely say aloud that orange county is upstate, we own cows and such. rockland still has some plain land.
ok, anything to be exact above the city is my final answer.
I live 3 blocks from the Bronx/Westchester County queue. I certainly don't consider Yonkers Upstate. From my perspective, if here has to be an unofficial "boundary" from what New Yorkers expect of as "Upstate" to NYC.north of I-84 would be it.
Upstate New York has no boundry, but its sometimes refered to the in one piece of the entire state north of the Lower Hudson Valley, around the northern end of Westchester and Rockland Counties.
I hope this information is vastly helpful. Good luck.

Really I don't consider it Upstate until you get to the Catskills.
