I used it to look up Austin, TX, which have a relatively low COL: http://www.payscale.com/cost-of-living-c... You'll see that the cost of housing there is 14% below the national average. You can also use this calculator to find stipend data for different locations - that will minister to to give you an hypothesis of what your standard of living would actually be approaching if you decided to move.

If you are looking to live contained by a larger sized city, I would suggest trying the midwest...Wichita KS, Kansas City, Oklahoma City, Columbia MO, Des Moines IA, Lincoln NE...Friendly people, low cost of living, however not too small...
Tulsa, Oklahoma is very cheap. You can rent a small apt for $350 per month. When they bargain about the cheapest gas contained by the U.S., Tulsa is mentioned a lot. Jobs are plentiful. There's a water nearby. The individuals are very friendly!
I've lived surrounded by Mid Size City like Wichita KS for 16 years. and till today it have still been one of the lowest surrounded by the nation.
