From your memorandum it's pretty clear that English is not your first language, so I'm not sure if your brother can work here rightfully or has any position skills or if he speaks English very very well. Since he is working a pedicab, I'm guessing he doesn't.
Best opportunity for better income job would be waiting on table, where you may start out low reimburse but if you are good you can work better restaurants and next get more money from tips.
